Abstract

This study aimed to explore the conceptual framework of strategic planning in educational institutions and to identify the theoretical foundations for human resource development in light of contemporary managerial thought. It also sought to uncover the methods of achieving the strategic planning requirements for human resource development within the educational administrations of the Saudi Arabian Ministry of Education, in alignment with Saudi Vision 2030. The research employed a descriptive methodology due to its suitability for the study's nature. The first recommendation is for the senior management to support the requirements of strategic planning, with actionable proposals suggesting that senior management clearly define their future vision for the institution to avoid ambiguous aspirations or dreams that are unattainable. All efforts made in preparing the plan should aim to realize this vision, alongside showcasing support for the planning team in front of employees, especially officials and department managers, to strengthen their position and facilitate their tasks . The second recommendation is to provide training programs to meet the requirements of strategic planning, with actionable proposals for the general departments at the ministry to establish a series of agreements and partnerships with stakeholders in the educational process and to encourage their members to experiment in finding. The third recommendation involves securing financial appropriations and databases and simplifying administrative communication processes to meet strategic planning requirements, with actionable proposals requiring an increase in financial appropriations to support strategic planning, technical requirements, and work processes according to modern methods, the development of advanced.
