Abstract

This research aims to identify the requirements for developing functional competencies among public school principals in the Kingdom of Saudi Arabia. It explores the conceptual framework of functional competencies, including their definition, the rationale for adopting them, their characteristics and components, as well as the theoretical approaches to competencies and the importance of organizing competencies for leaders of educational institutions.

The study examines the conceptual foundations of functional competencies through an in-depth review of their meaning, the motivations behind their adoption, their essential features and elements, and the different competency models. It also highlights the significance of competency systems in educational institutions. Furthermore, the research reviews Saudi Vision 2030 and the ongoing efforts to develop functional competencies within the educational sector, in addition to identifying local and global challenges affecting the development of leadership competencies in education.

The study presents a set of key requirements for enhancing functional competencies among educational leaders, along with proposed mechanisms to fulfill these requirements effectively. The research adopts the descriptive method, as it aligns with the nature and objectives of the study. This methodology has enabled the researcher to analyze educational phenomena under investigation and to gain a deeper understanding of the requirements for developing functional competencies among school principals.
