Abstract

Egypt has realized the importance of financing, especially in the field of education, as it is an essential factor in achieving quality education, which contributes to achieving sustainable development. This was demonstrated in the second national report that Egypt submitted in 2018 at the High-Level Political Forum of the United Nations, where the report discussed the issue of financing as one of The basic challenges that may hinder the achievement of the United Nations goals for sustainable development. Hence, the Objective of scientific research is to identify the most important challenges facing financing pre-university education in light of the directions of the National Agenda for Sustainable Development “Egypt Vision 2030”, In The conclusion, that cause of themost important challenges facing pre-university education are the lack of available financial resources and the low economic level, which has led to the state’s weak ability to achieve the goals of pre-university education effectively, Since it is difficult for any country to bear the Burden of an Integrated Educational System at the expense of the state treasury and governmental funding only. In light of this, the scientific research proposed a set of recommevdations and procedural mechanisms, with the aim of overcoming financing challenges, reducing the financing burdens on the state budget, and fulfilling the requirements of Egypt’s development vision.
