Abstract

The current research aimed to measure the degree of applying the criteria of excellence in the environmental management performance at the Ministry of Local Development in light of the criteria of the European Excellence Model (EFQM) from the perspective of a random sample of 360 local management leaders. The descriptive approach was used to determine whether there were statistically significant differences between the average application scores according to the variables: (qualification, years of experience, administrative position, gender). To achieve this, a questionnaire was designed and presented to the referees, The number of questionnaire statements came in (39). The results indicated the availability of excellence Criteria to a good degree, and the overall average for the questionnaire was (3.61) with a percentage weight of (72.2%), and the average scores for each of the three pillars (direction, implementation, results) in order (3.62- 3.63- 3.57) with a percentage weight of (72.4%- 72.7%-71.4%). There are also statistically significant differences between the average scores of the sample around the degree of availability of excellence Criteria due to the difference of gender, where the value of (T) was (4.463), which is a significant value at the significance level (0.05). The average scores of the male sample were (3.47), and the average scores of the female sample were (3.90) in favor of females. The results also indicated that there were no statistically significant differences between the average scores of the sample due to the difference in the other variables (qualification, years of experience, administrative position, and gender).
