Abstract

The current research aimed to verify the effectiveness of a training program based on the 4MAT model in developing the performance of environmental management employees in the Ministry of Local Development. To achieve this, a performance scale was designed for a random sample of employees in the environmental departments in the Beheira Governorate affiliated with the Ministry of Local Development. After being reviewed by the referees, the scale consisted of 35 statements. The results indicated a deficiency in performance, which necessitated the building of a training program that includes objectives, content, training methods, evaluation, activities, and training tools according to the 4MAT model and tested to determine its effectiveness. The program lasted for 25 hours of lectures, workshops, and intensive training activities for a sample of 36 individuals. The scale was applied before and after the program, and after processing the results statistically, significant differences were found between the mean scores of the application sample for the total scale, with a value of T (14.30), which is a significant function at a significance level of (0.05). The mean score of the pre-application sample was (12.3), while the mean score of the post-application sample was (27.0) in favor of the post-application. The effect size for the total scale was large, with a value of (d) (0.863), which is a high value greater than (0.05), and the value of η2 was (0.745), indicating the effectiveness of the proposed program according to the 4MAT model in developing employee performance.
