Abstract

An era of weakness, The Third Intermediate Period or The Late Period, thus the Egyptian kings were so weak, as well as the high officials were not loyal. Beyond, the foreigners expanding through all the Egyptian lands. These days The Egyptian Empire power took a way to weakness, and decaying after Ramsses III till King Harihor, with Libyan origins, was crowned on the Egyptian throne.

The Kings of XXV Dyn. tried to keep the Egyptian lands unified under their reign, taking responsibilities of governing Egypt as rulers. Their first king was Pi-Ankhy who played a rule with his expedition to establish the Egyptian royal regime, ending public disorder and increasing disturbance. The military and political struggle was of the duty this dynasty and its kings.

The Egyptian law, in the light of the Seti I decree, asserted to serve the holiness of the Egyptian temple, and sanctity of the gods. It was forbidden in the eyes of Egyptian law to intervene this holiness. According to this, the penalty was stressed to be extreme on the criminal, and that was the manner of the 25 Dyn. and kept the Egyptian legal heritage in this point even in the most hard times of struggling with the 23 Dyn. and 24 Dyn. thus this struggle were seen:

- Reestablishing the regime.

- Forcing the authority of the righteous king.

- Stopping struggling and fighting.
