This study aims to explore a list of criteria for designing mobile learning environments through JIT strategy. It also aims to ensure that these criteria can be applied in developing mobile learning environment. The researchers have found the analytical descriptive research method the most suitable way to display, investigate, and classify indicators. The study has reached a final list includes (9) criteria and (100) indicators. It has revealed that the average of arbitration on the extent of conformity to the mobile learning environment is 99%. The study has reached a final list includes (9) criteria and (100) indicators.
